Repeat OVI offender arrested after complaints of reckless driving

An Urbana man with three previous convictions for operating a vehicle under the influence of alcohol and/or drugs was arrested Saturday afternoon, July 26, for OVI and other charges. 

Deputies of the Logan County Sheriff’s office on patrol were dispatched about 3:10 p.m. to the area of state routes 117 and 273 on complaint call concerning a reckless driver traveling “all over the roadway.” 

After a subsequent complaint call, deputies located the suspect vehicle — a black Cadillac — in the area of County Road 130 and Township Road 56 and observed it weaving in the southbound lane. 

Callers also told deputies the reckless driver nearly struck five other vehicles head-on as well as almost hitting a mailbox.

Deputies made contact with the Cadillac’s driver, 28-year-old Kevin Lycans, after he pulled the vehicle into a driveway in the 4700 block of C.R. 130. 

An odor of alcohol was reportedly detected on Lycans, who deputies said had bloodshot eyes and an open container of alcohol in the vehicle. The driver nearly fell while exiting the vehicle and and required it and deputies’ assistance to stand, according to reports. 

Lycans was arrested after he refused repeated orders from deputies to provide his license and identification. 

The suspect was taken to the Logan County Jail, where he refused to take field sobriety and breathalyzer tests. 

Lycans became agitated while deputies were reading required paperwork to him and was placed in a restraint chair by jail staff. 

He has prior OVI convictions in 2017, 2019 and 2023, records show. 

In addition to OVI, the suspect was also cited for driving under OVI suspension, failure to disclose personal information, and refusal to submit to chemical tests with prior OVI convictions.

• Deputies also report the arrest of Timothy D. Castle, 44, of Lakeview following a reckless driver complaint Sunday, July 27, at about 7:06 p.m. on State Route 235 near Blackhawk Path.

After receiving the report of the reckless driver and a description of the vehicle and partial license plate, deputies soon located Castle at a fuel station on the north side of Indian Lake. After questioning, deputies noted that Castle had the odor of liquor on his breath and once he exited the vehicle, he had difficulty standing in place without swaying.

Castle failed field sobriety tests and was arrested, and once placed in the cruiser reportedly made abusive remarks about a deputy and his family. Castle refused to submit to a BAC screening at the jail. 

Castle was charged with OVI and issued a court date before being released to a sober driver.
