Man walking in traffic on U.S. 68 faces drug charges

Russell A. Highmiller, 51, of Springfield, was taken into custody Saturday, Feb. 28 following a report of a male walking into traffic and waving his arms in the 3000 block of U.S. Route 68 South.
Deputies responded to the area around 3:15 p.m. and observed Highmiller walking south in the southbound lanes. Highmiller reportedly ran toward an LCSO cruiser and asked for a ride to Springfield, stating he had come to Bellefontaine with a woman to help her move items.
Deputies noted Highmiller appeared nervous and was unable to stand still or maintain eye contact.
After Highmiller consented to a search, deputies located multiple jewelry items in his jacket, along with a screwdriver and other items. A black bag containing a clear plastic bag with a crystal-like residue was also found. The substance field-tested positive for methamphetamine, deputies report.
During the encounter, Highmiller stated he had pipes in his jacket sleeve and produced a clear pipe and a metal push rod. A second blue pipe was also located.
Highmiller told deputies he had recently been in contact with the Bellefontaine Police Department after a vehicle he was riding in — a white Jeep — was reported stolen by the mother of the woman he was with. He said he began walking to find a ride back to Springfield.
Deputies report Highmiller became upset while removing jewelry items and broke a pair of glasses before placing them into a property bag.
He was arrested and transported to the Logan County Jail, where he was lodged for drug possession, a fifth-degree felony, and drug paraphernalia.
Woman accused of holding knife to homeowner’s throat

A Lakeview woman was arrested Sunday afternoon, March 1, after deputies responded to a report of a person with a knife at an Island View residence.
Deputies report that Jeannie M. Heintz, 41, of Lakeview, was charged with felonious assault and drug paraphernalia following an altercation at a Rosewood Avenue home in the village.
Deputies responded to the residence about 2:40 p.m. on a report of a disturbance involving a knife.
A witness told deputies he observed an altercation between Heintz and the homeowner. According to the report, Heintz had been removing wallpaper with a knife when the owner entered the room and asked her to stop. The two began arguing, and Heintz allegedly discussed placing a lock on a door to prevent the owner from accessing part of the home.
The owner told deputies she informed Heintz she would not be permitted to install a lock. Deputies report that Heintz then jumped toward the owner and held a knife to her throat.
Savage showed deputies what appeared to be a small nick and redness on her neck consistent with a blade, the report states.
Heintz reportedly left the residence on a bicycle prior to deputies’ arrival. While searching the area, a deputy located her along Big Bear Path and initiated a stop.
Heintz denied placing the knife to the owner’s throat, stating she had only been using it to remove wallpaper.
Deputies detained Heintz and, during a search of her belongings, located a bag containing marijuana, a pipe, a torch-style lighter and a blue pocket knife.
Heintz was transported to the Logan County Jail, where she was lodged for felonious assault and drug paraphernalia.
The suspect was also placed on a probation hold.
