Grand jury hands up sex-oriented charges

A Logan County grand jury handed up indictments June 10 charging two area men with dozens of sex-oriented crimes involving minors.

Terry L. Davis, 63, of Russells Point, was arrested May 26 after citizens attending Lakeview’s Memorial Day parade complained about him taking inappropriate photographs of children.

The complaints were made to the Washington Township Police Department about 12:15 p.m. and the suspect was soon confronted and detained by officers of the Russells Point Police Department who were participating in the parade.

He admitted to officers that he did have photographs on his cell phone that were taken during the parade. 

He gave consent for officers to conduct a search of his cell phone. Officers located photographs taken during the parade of children, as well as additional harmful photographs of children not affiliated with the parade.

Officers quickly took the defendant into custody.

A subsequent investigation led the Logan County Prosecutor’s Office to take the case before the grand jury.

They returned indictments for three counts of pandering sexually-oriented matter involving a minor or impaired person, felonies of the fourth-degree; and 15 counts of pandering obscenity, fifth-degree felonies.

The suspect is listed as a registered Tier III sex offender who was convicted in August 1999 of rape involving a female juvenile, according to Ohio Attorney General’s Office records.

Davis remains lodged in the Logan County Jail.

WALKER

Jordan K. Walker, 35, of Bellefontaine, also remains lodged following his May 30 arrest.

The grand jury handed up indictments charging him with four counts of unlawful sexual conduct with a minor, fourth-degree felonies; nine counts of illegal use of a minor or impaired person in nudity-oriented material or performance, second-degree felonies; four counts of illegal use of a minor or impaired person in nudity-oriented material or performance, fifth-degree felonies; and two counts of pandering sexually-oriented matter involving a minor or impaired person, felonies of the second-degree.

Detectives with the Bellefontaine Police Department were contacted May 20 by deputies of the Shelby County Sheriff’s Office regarding a sexual assault case that they had started to investigate.

During the investigation, it was determined that the incidents occurred within the jurisdiction of the Bellefontaine Police Department.

Over the course of several days, Bellefontaine police detectives and officers conducted several interviews and served several search warrants related to the case.

Other defendants named in indictments are:

• Roscelle Clark II, 63, of Bellefontaine: two counts of possession of cocaine, fifth-degree felonies; tampering with evidence, a third-degree felony; and illegal use or possession of drug paraphernalia, a fourth-degree felony; specifications for forfeiture of an automobile;

• Lindsay A. Nickles, 36, of Bellefontaine: failure to comply with an order or signal of a police officer, a third-degree felony;

• Stephanie L. Burk, 45, of Bellefontaine: two counts of trafficking in cocaine, fifth-degree felonies; possession of cocaine, a fifth-degree felony; tampering with evidence, a third-degree felony; and illegal manufacture of drugs, a second-degree felony;

• Daniel F. Rife, 43, of Bellefontaine: failure to provide notice of change of address, a third-degree felony;

• Susan P. Frazier, 47, of Belle Center: aggravated trafficking in drugs, a third-degree felony; possession of cocaine, a fifth-degree felony; tampering with evidence, a third-degree felony; and illegal use or possession of drug paraphernalia, a fourth-degree felony;

• Linda T. Hoskins, 43, of Bellefontaine: possession of cocaine, a fifth-degree felony; tampering with evidence, a third-degree felony; and illegal use or possession of drug paraphernalia, a fourth-degree felony;

• Jessica A. Dudgeon, 33, of of Belle Center: aggravated possession of drugs, a fifth-degree felony;

• Ryan E. Davis, 50, of New Haven, Ind.: possession of fentanyl-related compound, a fifth-degree felony; and misdemeanor illegal use or possession of drug paraphernalia;

• Jeffrey C. Mulholland, 64, of Spencerville: aggravated possession of drugs, a fifth-degree felony;

• Damione R. Miller, 45, of Lakeview: aggravated possession of drugs, a fifth-degree felony; and

• Kyle B.A. Cooper, 33, at large: failure to appear as required by recognizance, a fourth-degree felony.
