Effective Oct. 16, all municipal income tax filings and payments for the City of Bellefontaine will transition from the Regional Income Tax Agency (RITA) to the City of Bellefontaine.
The City and RITA have selected this date to allow sufficient time for RITA to finalize its processing of the City’s income tax data and provide a final transfer of that data to the City before Dec. 31, 2025.
All Bellefontaine taxpayers will be impacted by this change to the city’s municipal income tax administration. This includes residents, as well as individuals and businesses operating in or conducting business in Bellefontaine.
What this means for taxpayers:
• Tax Filings and Payments — Taxpayers may file City of Bellefontaine tax returns, or make City of Bellefontaine tax payments, with RITA through Oct. 15, 2025. All tax filings or payments made by taxpayers on or after Oct. 16, 2025, for any tax year, are to be mailed to the City of Bellefontaine Income Tax Department at 135 N. Detroit St., Bellefontaine, OH 43311-1463.
• eServices: MyAccount, FastFile, FastPay and Modernized eFile (MeF) — For Bellefontaine taxpayers who created online accounts (MyAccount) with RITA, those accounts will be available to conduct Bellefontaine transactions through Oct. 15, 2025. Similarly, RITA’s FastFile and FastPay online applications will be available for Bellefontaine tax filings and payments through Oct. 15. For tax preparers using IRS Modernized eFile (MeF) to electronically file Bellefontaine tax returns, RITA will not accept Bellefontaine tax filings after Oct. 15.
• Historical Tax information — Taxpayers’ historical tax data for the City of Bellefontaine will be transmitted by RITA to the City. RITA will no longer maintain this data for the City.
• On a Payment Plan with RITA — Bellefontaine taxpayers on an active payment plan with RITA are to make payment plan payments to the City of Bellefontaine beginning Oct. 16. RITA will no longer issue billing statements for these payment plans, and will be cancelling taxpayers’ automatic payment debit arrangements.
