City Council preview: Detrick property annexation considered, final vote planned for police, fire positions

For the third time in as many months, the Bellefontaine City Council will consider expanding Bellefontaine’s borders at its Tuesday evening meeting, Aug. 26, as it will hear on its first reading, an ordinance to annex 143.138 acres into the city limits.

Commonly referred to as the Detrick property, the 143+ acre plot lies southwest of the city, south of west Lake Avenue/County Road 11 and west of south Troy Road/Township Road 216. 

As required by state law, the city has already notified the Logan County Commission that it can and will be able to provide fire, police and safety services to the area. Should the property be annexed, developers intend to construct housing units, which may include apartment buildings, on the land.

Bellefontaine Mayor David Crissman vetoed the annexation of the 200-acre Duff Property in June. Then at the council’s most recent meeting Aug. 13, members accepted, without a dissenting vote or a comment from the mayor’s office, the annexation of the 46+ acre LeVan Property on the city’s southeast side. 

 In addition to the annexation measure, up for third readings and final votes will are three different ordinances: one that would create nine new firefighter positions for the Bellefontaine Fire Department and also nine new police officer positions for the Bellefontaine Police Department; another ordinance appropriating $100,000 toward the construction of the Logan County Animal Shelter; and a third ordinance granting the Logan County Cooperative Power and Light Association the right to construct lines and distribute electricity within the city limits. 

Also to be introduced at Tuesday’s meeting are the first reading of ordinances that will create a position for second full-time tax superintendent, as well as a new full-time revenue collection specialist for the city, steps that are necessary as the city cancelled its contract, effective Dec. 31, 2025, with the Regional Income Tax Agency (RITA), which has been handling the tax collections for the city for a number of years.
