Thomas H. Rowland, 27, of Urbana, was charged with operating a vehicle under the influence of alcohol and/or drugs and was cited for speed related to a traffic stop Monday, Oct. 13.

Deputies of the Logan County Sheriff’s Office on patrol about 7:05 p.m. in the 14000 block of north State Route 235 observed a speed violation with Rowland’s northbound vehicle and attempted to initiate a traffic, activating the cruiser’s emergency lights.

However, deputies said the driver continued northbound, making a right turn in the area of Avondale and turning right again onto Township Road 266 and then to Township Road 293 before coming to a stop.

While speaking with the driver, deputies noted that his eyes were bloodshot and glassy and there was an odor of alcohol coming from the vehicle. Rowland then admitted to deputies that he had been at the Indian Lake Moose, where he said he consumed two beers. He told them he was just trying to get home.

The driver refused to participate in field sobriety tests and was placed under arrest. Rowland was transported to the Logan County Jail, where he also refused to take a chemical test. He was released to a sober driver.
