Logan County grand jury: Two dozen defendants indicted

A Logan County grand jury handed up indictments this week against 24 individuals, including a defendant charged for failure to provide care that resulted in the death of another person; as well as suspects charged with sex-crimes, including possession of underage minors.

Jacqueline Loy, 58, of Bellefontaine, was indicted on charges including involuntary manslaughter, a first-degree felony, and failing to provide for a functionally impaired person, a fourth-degree felony.

Treg Armstrong, 22, of East Liberty, was indicted on a total of seven counts of pandering obscenity involving a minor impaired person, pandering sexually oriented material involving a minor and illegal use of a minor in nudity-oriented material. Four of the counts have been charged as second-degree felonies, two were charged as fourth-degree felonies and the charge of illegal use of a minor in nudity-oriented material is a felony of the fifth-degree.

Davante Ratleff-Lyburtus, 29, of Bellefontaine, had been indicted on two counts of rape, felonies of the first-degree.

Others indicted were:

• Robert Stone, 28, of Bellefontaine: felonious assault, a second-degree felony, abduction, a third-degree felony, strangulation, a third-degree felony, disrupting public services, a fourth-degree felony, using weapons while intoxicated, a first-degree misdemeanor, resisting arrest, a second-degree misdemeanor, two counts of operating a motor vehicle under the influence of alcohol and/or drugs, first-degree misdemeanors and driving under OVI suspension, a first-degree misdemeanor;

• Isai Centeno-Mariscal, 30, at-large: trafficking in heroin, a second-degree felony; trafficking in cocaine, a third-degree felony, possession of cocaine, a third-degree felony and possession of heroin, a fourth-degree felony;

• Kary Anderson, 37, of Bellefontaine: failure to comply with the order or signal of a police officer, a third-degree felony;

• James Hughes, 49, of Piqua: two counts of aggravated trafficking in drugs, second-degree felonies, aggravated possession of drugs, a second-degree felony;

• Danielle Kelzenberg, 52, of Piqua: aggravated possession of drugs, a second-degree felony;

• Aaron Bensman, 49, of Bellefontaine: three counts of aggravated trafficking in drugs, second-degree felonies and aggravated possession of drugs, a second-degree felony;

• Trenton Mathews, 42, of Bellefontaine: menacing, a fourth-degree felony;
Jaysen Coleman, 25, at-large: grand theft of a motor vehicle, a fourth-degree felony and breaking and entering, a fifth-degree felony;

• Howard Anthony, 44, of Piqua: possession of a fentanyl-related compound, a fifth-degree felony;

• Devin Pettit, 20, Roundhead: possession of cocaine, a fifth-degree felony, resisting arrest, a second-degree misdemeanor and possession of drug paraphernalia, a fourth-degree misdemeanor;

• Jason Wyomic, 39, of Waldo: aggravated possession of drugs, a fifth-degree felony;

• Christina White, 37, at-large: possession of cocaine, a fifth-degree felony and possession of drugs, a first-degree misdemeanor;

• Justin White, 32, at-large: possession of cocaine, a fifth-degree felony;

• Vernon Jackson, 33, of Bellefontaine: aggravated possession of drugs, a fifth-degree felony and endangering children, a first-degree misdemeanor;

• Amber Heilman, 36, of Jeffersonville: aggravated possession of drugs, a fifth-degree felony, and possession of drug paraphernalia, a fourth-degree misdemeanor;

• Devonald Manney, 28, of Chicago: assault, a fourth-degree felony, aggravated possession of drugs, a fifth-degree felony and obstructing official business, a second-degree misdemeanor;

• Jennifer Fischer, 45, of Lakeview: aggravated possession of drugs, a fifth-degree felony;
Chad Johnson, 49, of Piqua: aggravated possession of drugs, a fifth-degree felony; possession of drug abuse instruments, a second-degree misdemeanor and illegal possession of drug paraphernalia, a fourth-degree misdemeanor;

• Donald Hedger, 40, of Fairborn: aggravated possession of drugs, a fifth-degree felony;

• Ronald Stayman, 50, of Lakeview: theft and vandalism, both fifth-degree felonies; and

• Ashley Prater, 27, of Bellefontaine: assault, a fourth-degree felony, assault, a first-degree misdemeanor and resisting arrest, a first-degree misdemeanor.
