Alicia Welch, 32, of Bellefontaine, was arrested late Sunday, Jan. 19, for disorderly conduct and public intoxication following an incident at a residence on west Williams Avenue, officers of the Bellefontaine Police Department report.
Officers were dispatched around 11:45 p.m. to 629 W. Williams Ave. on a report of a 911 call requesting police assistance. Upon arrival, officers found Welch and the complainant, Clevon Seward, outside near a detached garage.
Seward told police that Welch needed to leave. Welch, who was sitting in the passenger seat of a parked vehicle, claimed she was trying to get a ride home. Officers noted Welch appeared heavily intoxicated, with slurred speech and difficulty maintaining her balance.
Welch initially denied any issues but later admitted to drinking alcohol earlier in the evening. She became increasingly agitated during the interaction, and eventually began yelling and cursing. Officers also observed Welch was unsteady on her feet as she exited the vehicle and struggled to enter the back seat of the police cruiser.
Seward reported that Welch became loud and disruptive while drinking inside his home earlier in the evening. He attempted to drive her to her mother’s house, but Welch reportedly refused to leave the vehicle, prompting their return to his residence and call to the police.
Welch resisted officers’ instructions and verbally lashed out. She reportedly resisted arrest, but was eventually transported to the Logan County Jail, where she continued to display combative behavior. She was ultimately placed in a restraint chair.
