Brisson arrested for felony menacing by stalking

A Bellefontaine man was arrested Tuesday, Jan. 6, following an incident in which police say he harassed and followed a victim and made repeated claims he was attempting a “citizen’s arrest.”

According to a report from the Bellefontaine Police Department, officers arrested Sean Brisson, 38, on a charge of menacing by stalking, a fourth-degree felony.

Police were called to a residence on Hilltop Drive to provide an escort for the victim, who reported being harassed by Brisson for more than two months. Officers said Brisson had contacted the police department earlier and told dispatchers he intended to arrest the victim and use “reasonable force.”

An officer observed Brisson’s vehicle near the victim’s residence and later conducted a traffic stop after Brisson followed the victim to their workplace. During the stop, Brisson refused a pat-down for weapons and attempted to pull away from officers before being restrained and handcuffed with assistance from additional officers.

Police said Brisson repeatedly claimed he had a warrant for the victim’s arrest and was making a citizen’s arrest. Officers advised him that he was not authorized to do so and placed him under arrest.

Brisson was transported to the Logan County Jail. His vehicle, a red Honda Accord, was towed due to lack of valid registration. During an inventory search, officers reported locating a loaded 9mm handgun and a fully loaded AR-15 magazine in the trunk, along with documents described as a homemade “arrest warrant” for the victim. The firearm, magazine, documents, and license plate were seized as evidence.

Investigators reported the victim had received threatening and harassing communications since late October, including a mailed “letter of intent to sue,” social media activity, and repeated surveillance of the victim’s home and workplace. Police said the conduct caused significant concern for the victim and their family.

Brisson was lodged in the Logan County Jail. The felony charge was enhanced due to the presence of a loaded firearm in the vehicle.

The case remains under investigation.
