An unresponsive male found slumped over in the driver’s seat of his vehicle while the engine was running was arrested Wednesday, Dec. 18, following a call for service to deputies from the Logan County Sheriff’s Office.

Troy Ragland, 54, of Bellefontaine, was found passed out in his black Ram truck at a campground on State Route 540. Deputies responded to that location shortly before 6 p.m. after receiving a report of a male passed out in a running vehicle next to his camper.

Upon arrival, deputies found Ragland slumped over the center console. Initially unresponsive, he eventually woke but his speech was slurred and difficult to understand. Ragland admitted to drinking vodka earlier in the day.

A search of the truck revealed a cup containing a small amount of liquid that smelled like vodka and a half-empty bottle of vodka in the back seat.

Ragland failed field sobriety tests and refused to submit to a breath test. He was arrested for physical control of a vehicle while impaired and was transported to the Logan County Jail. He was also cited for a probation violation.
