Motorist lodged for OVI, drinking underage

Richardson Eddy Joseph Emmanuel, 18, of Lima, was arrested following a Christmas Eve traffic stop executed by officers of the Bellefontaine Police Department along U.S. Route 33 within the city limits.

Officers were on patrol around around 11:30 p.m., Sunday, Dec. 24, when they observed the suspect’s vehicle traveling westbound in excess of the posted speed limit. Officers measured his speed at 88 mph and executed the stop.

Upon making contact with the driver, police learned the suspect is a Haitian immigrant and had to use Google translate to communicate with him.

Signs of impairment were observed, including the odor of alcoholic beverage coming from his person.

Bottles of liquor and beer were found inside his vehicle. The defendant was unable to successfully complete field sobriety tests.

He was transported back to the police department and refused to submit to a breathalyzer test. He was charged with operating a motor vehicle under the influence of alcohol and/or drugs, underage consumption and failure to comply and was lodged in the Logan County Jail.
