Motorist lodged on drug, tampering charges

Justin Impson, 39, of Bellefontaine, was jailed on felony drug charges following a traffic stop initiated around 10:38 p.m. Thursday, Sept. 7, by officers of the Bellefontaine Police Department in the 200 block of south Main Street.

Officers on patrol observed a dark-colored SUV being operated by the suspect without a functioning license plate light.

Upon making contact with the driver, Impson, officers observed a white object in his mouth. Impson was also asked to open his mouth for officers, as well. As law enforcement attempted to determine the driver’s license and insurance information, officers observed Impson toss a small, white object from his mouth onto the floorboard of the vehicle.

The suspect was detained at that time. He told police it was meth that was in his mouth and that he’d purchased the “eight ball amount” from Urbana.

The drug field-tested positive for methamphetamine and weighed approximately three grams.

Impson was charged with possession of drugs and tampering with evidence and was lodged in the Logan County Jail.

Franklin Howard, 55, of Bellefontaine, jailed on a drunk driving charge around 12:09 a.m. Wednesday, Sept. 6, following a traffic stop executed by officers of the Bellefontaine Police Department in the area of south Main Street and Buckingham Avenue.

Officers on patrol observed the driver acting suspiciously, observed indicators of impaired driving and initiated the traffic stop.

An improper turn as well as a violation of marked lanes were reported by officers and upon making contact with Howard additional signs of impairment were observed. An odor of alcoholic beverage was reported from the vehicle and his eyes were bloodshot and glass, officers reported.

Howard was unsteady on his feet but declined to attempt field sobriety tests. His vehicle was eventually towed from the scene, and at the police department he also refused to submit to a breath test.

He was unable to contact anyone to come pick him up at the police station and was charged with operating a motor vehicle under the influence of alcohol and/or drugs and was lodged in the jail.
