Standoff suspect indicted

GrandJuryA suspect arrested following an hours-long standoff with law enforcement on Memorial Day weekend is among the defendants indicted recently by a Logan County Grand Jury.

Logan Fischer, 33, of Lakeview, has been indicted on two counts of second-degree felonious assault, retaliation, a third-degree felony and a first-degree misdemeanor count of assault.

Fischer was arrested May 28 following a prolonged standoff with law enforcement at his residence. The ordeal began when deputies from the Logan County Sheriff’s Office attempted to speak with Fischer about his alleged assault of another man during a confrontation at Acheson’s Resort.

Fischer reportedly cut the man with a knife and struck him in the back of the head during the altercation before fleeing to his residence, barricading himself inside once deputies arrived.

Fischer refused to cooperate with law enforcement for more than three hours during an ordeal that drew a response from multiple agencies.

Fischer has an extensive criminal history including a felony burglary charge in 2007, misdemeanor assault in July of 2013, criminal trespass in May of 2022, aggravated menacing in September of 2022, and domestic violence in December of 2022.

He had threatened to shoot law enforcement on multiple occasions, and has also threatened previously to die by “suicide by cop.”

Other indictments handed up included:

Devan Driscoll, 27, of Bellefontaine: Having weapons under disability, a third-degree felony, unlawful discharge of a firearm on or near a prohibited premises, a fourth-degree misdemeanor, disrupting public services, a fourth-degree felony and unlawful restraint, a third-degree misdemeanor.

Driscoll was arrested June 6 following an altercation with his estranged partner after the couple had taken their child to Mary Rutan Hospital for treatment. As they were returning back to Driscoll’s residence, the defendant reportedly refused to get out of the victim’s car, took her cell phone and tried to get rid of it and prevent her from reporting the incident to law enforcement.

James Hughes, 49, of Piqua: Two counts of aggravated trafficking in drugs, second-degree felonies and aggravated possession of drugs, a second-degree felony. His indictment also includes specifications for the forfeiture of a firearm, money and a vehicle allegedly used as a part of the drug trafficking operation;

Nikitia Herod, 34, of Marion: Illegal conveyance of drugs onto the grounds of a detention facility, a third-degree felony and aggravated possession of drugs, a fifth-degree felony;

Christy Wilkins, 48, of Sidney: Theft from a person in a protected class, a fifth-degree felony and a first-degree misdemeanor count of theft;

Kelly Bennett, 57, of East Liberty: Domestic violence, a fourth-degree felony;

Ashley Miller, 30, of Lakeview: Forgery, a fifth-degree felony;

Carlos Cioffi, 60, at-large: Two counts of felonious assault, second-degree felonies, and four counts of domestic violence, first-degree misdemeanors.

Olivia Hicks, 25, of Lakeview: Assault, a fifth-degree felony, resisting arrest, a second-degree misdemeanor, disorderly conduct, a fourth-degree misdemeanor;

Roman Herron, 25, of Lakeview: Obstructing official business, a fifth-degree felony; domestic violence, a first-degree misdemeanor and resisting arrest, a first-degree misdemeanor;

Issiah LeBlanc, 18, of Columbus: Counterfeiting, a fourth-degree felony;

Stephen Robnett, 37, of Louisville, Ky.,: Having weapons under disability, a third-degree felony, improperly handling firearms in a motor vehicle, a fourth-degree felony, illegal possession of drug paraphernalia, a fourth-degree misdemeanor.

Ashley Johnson, 34, of Louisville, ky.: Tampering with evidence, a third-degree felony, illegal conveyance of drugs onto the grounds of a detention facility, a third-degree felony and aggravated possession of drugs, a fifth-degree felony;

Beth Church, 48, of Bellefontaine: Illegal conveyance of drugs onto the grounds of a detention facility, a third-degree felony, aggravated possession of drugs, a fifth-degree felony, criminal trespass, a fourth-degree misdemeanor and possession of drug abuse instruments, a second-degree misdemeanor;

Cheryl Goings, 53, of Russells Point: Unauthorized use of a motor vehicle, a fifth-degree felony;

Paul Ziegler, 31, of Bellefontaine: Domestic violence, a fifth-degree felony;

Tina Russell, 41, at-large: Aggravated possession of drugs, a fifth-degree felony and illegal possession of drug paraphernalia, a fourth-degree misdemeanor.
