Driver charged after crash

Gelacio Cortes Carcia, 20, of 137 1/2 W. Columbus Ave., was charged with operating a vehicle under the influence of alcohol and/or drugs and underage consumption after a 3 a.m. crash Tuesday. He was cited for failure to control, fictitious license plate and no operator’s license.
