Leann S. Mann, 40, of 1160 Greenwood St., was charged Friday with operating a vehicle under the influence of alcohol and/or drugs.
She was observed around 10:10 p.m. in a car along the 700 block of west Lake Avenue. Officers of the Bellefontaine Police Department were responding to a report of a woman crawling through the ditches.
Ms. Mann told police she was searching for her cellular phone which a friend had thrown from the car during a dispute. Officers noted she appeared intoxicated and began a series of sobriety tests.
When asked to perform a walk and turn test, she reportedly told them she was paralyzed from the waist down as she stood by the road.
She later provided a breathalyzer sample which came in at 0.12.
Officers noted she had two prior OVI convictions.
