David B. Russell, 55, of 544 E. Columbus Ave., was charged today with physical control under the state’s operating a vehicle under the influence of alcohol and/or drugs code and cited for having an open container of alcohol in a motor vehicle.

UPDATE: Troopers release final details on hit-and-run crashes

The woman who struck a motorcyclist lying on the roadway after the first of several hit-and-run crashes Saturday night remained at the scene and will not be charged with any offenses, troopers of the Marysville Post of the Ohio State Highway Patrol reported.
